Der Bandenchef der Äxte sorgt für Recht und Ordnung, indem er alle, die in Fushan Opiumschmuggel betreiben, töten lässt. Ip Man, Polizeihauptmann in Fushan, kann solche Selbstjustiz natürlich nicht dulden und nimmt ihn eines Tages fest. Doch als dieser Bandenchef bald darauf in seiner Gefängniszelle ermordet wird, kommt für dessen Tochter nur Ip Man als Schuldiger infrage, weshalb sie den Tod ihres Vaters rächen will.

In der Zwischenzeit erkennt Ip Man, dass die Ermordung nur durch die Duldung des Polizeichefs möglich war, denn der ist den japanischen Besatzern und somit indirekt auch der japanischen Handelskammer, welche den Opiumschmuggel organisiert, hörig. In Anbetracht dieser Umstände verlässt er die Polizei und steht von nun an als Schwarzer Ritter für Recht und Ordnung ein.
