Als Lee Chungchi, Inspektor der Hongkonger Polizei die Information erhält, dass seine sechzehnjährige Tochter Lee Wingchi während einer Reise nach Pattaya als vermisst gemeldet wurde, beschließt er, nach Thailand zu reisen, um nach seiner Tochter zu suchen. Dort erhält er Hilfe durch den chinesischen Kriminalbeamten Chui Kit und den thailändischen Kollegen Tak. Ebenfalls läuft ihm der amerikanische Verbrecher Sacha über den Weg.

Einige Hinweise zum Verschwinden seiner Tochter stehen im Zusammenhang mit der dringenden Herztransplantation eines wichtigen Bürgermeisterkandidaten Bangkoks. Lee verdächtigt Cheng Honsau, den Assistenten des Kandaidaten, mit Sacha zusammengearbeitet zu haben, um Lees Tochter zu entführen. Während Lee am Verlust seiner geliebten Tochter leidet, entführt er den Korrupten Beamten Ban, um dem Fall auf den Grund zu gehen. Dies führt dazu, dass Lee zur nationalen Fahndung ausgeschrieben wird. Auf der Suche nach Rache kann Lee nur Chui um Hilfe bitten, um den Aufenthaltsort seiner Tochter zu erfahren.
