Bei einem Anschlag kommen beinahe Conans Kollege Heiji Hattori und dessen Freundin Kazuha Toyama zu Tode. Scheinbar handelt es sich bei den Tätern um Terroristen, deren Beweggründe jedoch noch nicht klar sind. Da taucht auf einmal eine Frau namens Momiji Ooka mit der Behauptung auf, schon lange mit Heiji verlobt zu sein.
